I'm unsure.
I purchased them, thinking I could use as 1¢ stamps, but when they arrived with notation that there would be a penalty if NOT used by official mail, then I was afraid to use them.
If someone out there knows, please advise!

Official Mail means it can only be used by a government department, I believe
