This is a 1909 Indian head Cent "Relatively Low Mintage"
Production of Indian Head Cents was terminated in the spring of 1909, as the Mint anticipated that the Lincoln Cent dies would be ready shortly. This proved to not be the case, but there seems to have been enough cents on hand to wait out the delay. In any other year such a relatively low mintage would have resulted in a rare issue, but this date was widely hoarded in Mint State as the last of its kind.
