Is the material stretchy or not? Is it made out of cotton or what?

It's a bit stretchy & as in my description it's cotton sorry I forgot to put 100%..It's a super soft tee shirt cotton and has some stretch to it I try not to stretch when measuring . thanks again for stopping by and for the questions :)
