it's a go phone prepaid..... it is a sim but you can't use it on a regular contract.... if you have a contract you just take your sim out and put this one in and you have $15 dollars of time.... when it's done put yours back in. Or if no contract it is actual time paid for to use and talk put in phone and activate. No cost to you at all.

yes you can. You can call at&t and buy over the phone or you can go to any store that sells air-time for at&t.
