This is a brand new 16" necklace. I have not taken it out of the box, but I think it is not 3 tiers. I believe it was just put in the box this way to show all three items. There is a wishbone, a shiny ball and the word "Wish" hanging on the necklace. This is silver toned and is only costume jewelry. As far as I can tell the clasp works and there is nothing wrong with it.
