Does this read micro sd card and if the answer is yes, does it have dedicated micro sd card slot or do I need micro sd adapter?

Yes this is for the micro cards and yes it has a slot that you would insert the card into. No adapter needed.

So it doesn't have storage it's just the 3rd unit between your camera and your computer. Correct?

You take the card out of your camera plug it into this and then plug it into the usb port on your computer to download the photos to your computer. I bought it thinking it was a memory stick so I have no clue as my camera doesn't use a card I have a cord.
