My daughter is too tall for this. I would say it fits more like 9-12 months (don't know if I just think that because my daughter is tall or if this runs small...sorry can't be more certain).

I will ship internationally; however, I will only ship in USPS priority flat rate mailers. This fits in a flat rate envelop. You can go to USPS.com and click calculated postage to get cost to ship to your country. Sorry I WILL NOT ship for free for international customers. It is way too expensive.
