No, this set doesn't include foundation, just the setting veils that go on before of after foundation to 'set' it in place.

What is setting veil?

It is a finishing powder that is applied over your foundation to give an overall airbrushed look and to help keep the mineral makeup on all day. The tinted veil is the same thing, but with a tint of foundation color.
