it only cost 50 cents to ship in a regular envelope, that's what i do as well as multiple cards in it with of course a hard cover or two.

Let me explain how things tend to work here. You want 3,000 to do free shipping right? Well, whill it still says $3 for shipping, people will be discouraged from bidding and it might not even pass that. However, when free shipping is offered, people bid a lot more cause that isnt a worry for them and it easily goes past what you would want. Its like this, of you keep it at $3 shipping, then you arent going to see results. If you switch it to free shipping, you're going to be very happy with the results. I'm just saying, thats how things usually work for some reason.
