I don't think it should be a problem since you're seller account is verified and you have 100% positive feedback. It doesn't matter that you haven't verified your bank account since I'm offering free shipping. I have no problem sending it if you win, but I would definitely check with Listia to see about getting your address verified for future auctions, I know you need one if you want to buy or bid on anything in the rewards store. Toner is used after using your facial cleanser, you just apply it with a cotton ball. I've never used Proactive products, so I cannot tell you about this specific product, but in general toners are kind of the final step in cleansing. Most toners rebalance your skin's Ph level and prep your skin for your moisturizer or other products. Proactive products are specifically designed for people with acne. Hope that helps!
