It can but it's not safe because you always run the risk of it being discolored . What they also could do is get a ring sizer, it's a little piece of metal that the jeweler will wrap around the ring to make it smaller . Depends on if you are needing to go smaller or bigger

I am posting rings all the time so maybe you can find a size 8 sometime soon =) Re-sizing a gold filled ring can be done but you risk the chance of it being discolored where they stretched it
