I had these games ever since 2001. They use DX9/D3D for rendering. For the sound in Sonic R, Google "audio fix sonic r."

It can with the right tools. Don't give up on it though, I found it working with Windows XP currently.

These are Sega console video games made for PCs running Windows, that can be run from the disk drive. In short, yes.
