The listing, BNWT Small Fancy Broomstick Skirt has ended.

This is an auction for a Brand New with Tags Skirt by Goody's in size small. This really beautiful Rich Chocolate Brown skirts is a shiny crinkle look to the material. The waist is a sequin and seed beed hand embroidered bling fest in front and just plain elastic band in back. The measurements are as follows waist:14 " laid flat (unstreteched) 17 and 1/2 gently stretched. Length is 38" from top of waist band to the bottom of the hem. okay from the top of the waist band to the bottom of the skirt is 37 and 1/2" so that is 3'2". So it depends on where your natural waist is. This is a brand new skirt, not one that I have worn so I don't know where it would come. I can say that the waist band is elastic all the way around so you should be able to wear it wherever you need to from high on the waist to lower on the hips. It is a beautiful skirt and I love broomstick skirts. Also with the length it will help elongate you which will make you appear to be taller. I don't know if that helped but I gave it my best shot.
