I wish I could tell you more but the tag does say large and the waist has a bit of elastic around the back and ties in the front

like I said it does have some elastic in the back..i woujldnt say for a really big 12 but maybe normal 12..im about 157lbs and they are snug on me but if your mom is smaller then they should fit..good luck!
