This is a lace hook or corset lace up hook, used to help ladies lace up the old time corsets. This would help to pull the laces tighter (normally around the waist) to make them tighter.

This is actually a "Button Hook.'' This tool was used to pull the buttons of ladies shoes through the button holes. Most of these hooks were not as fancy as this one which has a porcelain handle.They were usually given away with the purchase of a new pair of shoes. You can GOOGLE button hook and button shoes.
