Found these... Really unsure what its used for but the ring at the bottom rotates.. My guess.. Looks like a grocery bag holder ? The ring rotates to an opening looks as if u put your bags in it and rotate it tighten it or use it as a lock on something lol but that's my guess ;) your guess is as good as mine! Unless u know for sure what it is of course! Ha got 2 of these so I'm listing the other separately

You're very close :D, I have a couple of these.They're called Green Giant Cinch n' Seal. They're used to close plastic bags instead of using twisty ties.
