Its brand new with tags, never worn. It appears to have had a belt with it bc it has loops around waist where one would go. Again I don't recall and only an assumption but it does have the loops if u would like to use a belt (which I think a thin brown belt would look fabulous! ) It is a darker blue, like navy blue. The lighter blue is the lighting not the dress color. It is lined. It has elastic around top part of chest to hold it up as its a tube top type dress but not form fitting. Very light, comfortable yet fashionable dress with ruffles. It is a grest dress for someone & I believe whoever gets it will love it! Please read specs as I don't take returns. Skirt portion from end of tube top to bottom of dress: @ 21"-/+

Entire dress: @ 30"-/+ the dress is one entire piece. I divide it to explain each section.
