Nope, the balance really is $7.61 I went to bestbuy.com then logged in, went to check gift card amount, typed the 19 number gift card number and security code, pressed enter and it said $7.61. It actually wound have said 12 or 13 dollars, but I bought something online.

yup, all you need to do is plug it in and charge the batteries. lol. Yes it is. But I think what you mean is: "Can it be Reloaded". That's the actual term for it. Yeah, just go to the store and tell the cashier how much you want to put in it, 50 cents 20 dollars, 500 dollars etc.
