Nice! This is a Wehrmacht award called the War Merit Cross second class with swords, meaning it was awarded to a soldier. This award could be awarded to a civilian and would not have had the swords. More info below with the link.

Allen I have no papers.My girlfriends grandfather took it back from Italy off a German.It has a number 5 on the ribbon ring and a 1939 on the back.I can try to magnify the pictures if you think it would help.Thanks for your interest!
