Could you wrap it in a piece of tissue paper and tape it inside a sheet of 8 by 10 paper and put it in a #10 envelope with one .46 stamp and a .20 stamp on it for a non-machinable charge. Write in red all over the envelope nonmachinable so they will hand cancel and no damage will be done to the envelope or contents.
