And just for reference, "went bad" in this case means it was puffy and close to leaking/exploding. It can happen to any battery kept in storage for too long without charging.

Yes, if you activate it and pay for service. It's like a cell phone, but for internet only. Moreover it's for LTE and will not operate in WiMax-only areas.
