In the days before paper napkins, people used cloth and they stored they good linen napkins in bundlers or cloth holders. This on have lovely embroidery work that spells out exactly what it's to be used for and it is a coaser material perhaps that the napkins it was meant to hold. In the 30s, of course, everthing nice was covered so it didn't become dust infested, but usually these were just used as an ultra elegant way in which to store the "best" linens in.
