This is a shopping Cart Cover For little ones. It's purpose is to keep the baby away from the yucky germs on public carts. It drapes over the top piece of any shopping Cart and has holes for the babies legs. It also has a strap so you can secure your baby while keeping them germ free. I've seen others use them on high chairs as well. This particular one is used but in good condition.

does it have a place on it for bottles and things and spots on the front to hang toys from?

There is a deep pocket toward the front with 2 straps near it, and a smaller pocket on the side. I'm not sure about hanging toys but i posted some more pictures so you can check it out.
