An unusual 90 degree bent very fine crochet hook, steel, this hook is less than a size 000 by my gauge. Very fine tip. Have read these were made to reduce wrist action on fine work so the old wrist doesn't wear out! Seems to be so...it's a gently movement up and down instead of the twisting of crocheting. Very hard to find! Perhaps used also for tatting and making very delicate lace. The end is turned as shown, enlarge the picture. You can barely see the hook it's so small!
