This is a brand new Elmo costume. Tag still on it! It is for a 3/4T will fit a size smaller or bigger. It is a pullover vest style with the hood being the head and eyes. The pic shows her with her head down so you can fully see the design.

When the child is not looking down, can you see the elmo face on the top of their head or is it facing backwards?

when the child is looking straight ahead the elmo face is on the top of their head. It is not facing backwards. I had her look down ward so you would be able to see the eyes and mouth and all of it for the picture.

yes you can see the face and head when they are looking up. It does not face backwards. I just had her look down so it would be easier to see for the picture. It sits on top of their head basically.

Free shipping in the United States, it is brand new. she tried it on for the picture that is it. still has tags and everything. I bought it for a daycare kid, but ended up not watching them when it got time for Halloween.
