Yes you're both correct. You do need the lamp and you can use regular polish.

Its a top coat... I have the regular top coat and its the best!! Its the only brand Ill buy

Yeah I looked it up too and yeah you need the lamp or it doesnt set right. Thanks for trying to help me though. =) The seche vite regular fast dry polish is amazing though if you dont have the light. I LOVE IT!!!
