There are two panels and a valance. The valance is a separate piece, but it is included.

It's hard to read I agree! It says 60x36 (Valance) + 30x24 x2 (the panels) I opened the package very carefully to make sure, because I was starting to wonder myself. There is a valance :) I hope this helps. Sorry for the confusion!!
