Yes, I think that is what those little flexible beading needles are for. They aren't plastic, though, they're metal, just very tiny and very flexible. Lots of jewelry, like Native American style, uses very complex patterns that need to work together ones the multiple rows of beads are strung.
I think you can use those little needles to set up multiple lines of beading thread to compose those intricate patterns, or just to string simpler one-string patterns so you can keep better track of the pattern. I never really used them, but if you like working with seed beads in any sort of pattern, I imagine they are handy.
