Yes, it is in my list of what I accept "forever stamps" but if the stamps don't work out to 46 cents each I am fine with getting some coins in the envelope to make up the end or smaller amount stamps.

I don't see why not. You have to have an envelope thick enough or sturdy enough to go through the post office machine without jamming it but there are a lot of people on ebay and amazon selling antique coins so if it was illegal, how would they send it to you? I think the illegal items are things that are potentially explodable or dangerous to the postal carrier like paint, batteries, etc.
