Monarda fistulosa ranges from Quebec to the Northwest Territories and British Columbia, south to Georgia, Texas, Arizona, Idaho, and Washington. So that would be a "yes" to zone 9! Since these are wildflowers, all of my flowering seeds should grow in zone 9.
