Google what factory settings is people, the phone is fine. Its just a way to reset the phone.

Yes it has a charger and it means i reset it so it would be wiped clean from all my information.

It works fine, I dont have a sim card so I used it as an ipod, it needs a sim card that works to be opened because I factory reset it, its at&t and 16gb.
