Now that being said, I have no idea if this is capable of that description. It is written in Chinese and most of the tv stations are also from China and a few are in English. There are English radio stations and music videos....There are also some free Anime gaming sites. Other than that, I'm not sure. It is plug n play with windows xp and above (tested on windows 7).
