Only the borders, they are empty for you to cut apart and use for cardmaking or scrapbooking to emphasis a comment. Each opening measures 2 1/2" X 7/8"

These have been stored in a clean smoke-free environment.

Are these the surroundings from stickers that were the same colors as the border, or is each of the borders a removable, separate piece that can be lifted off?

Yes, to both questions! Each sheet has four borders that may be cut apart and lifted off. Use as a border to emphasis a comment on a card or scrapbook page.
