what exactly does "The purchaser can decide whether they want to return the postage or not?" It says Free Shipping. Why would anyone choose to pay when it states it is free?

I indicated that because the odd time a purchaser wants to offset the cost of the postage, as some postage I pay is over $20.00. I ship by regular mail. Sometimes the purchaser wants faster delivery service, but I only post regular. I leave the option to the purchaser, the odd one is considerate enough to notice the postage and they offer to pay half. So, it's still free, I just leave the option open.
