What does it mean when you say winning bid under 1000 will not be tracked?

some people will win an item with maybe three or four credits and so it doesn't pay to have to pay a buck for tracking.if something happens and an item gets lost,i'd just rather return the credits.postage is very expensive even without tracking.does that help?thank you for looking.
