I got a guitar in a soft case shipped to me from an ebay purchase a number of years ago (from Canada) and it was about twenty dollars. If it has doubled since then, $40 is probably about what this off-brand guitar is worth. I would suggest checking craigslist locally first (then you don't loose the credits or go through the hassle of a deal that has fallen through). It is always important to check a seller's feedback and history before bidding. In this case, the individual is new, has no feedback, and only has two items up for auction, this being one of them. As they say, "Let the Buyer Beware."
