no what make this penny rare is the fact that 7 is a bit lower than the 9 in terms of how the date was placed, in simpler terms the date was uneven and not a straight line. hope this helps!

The small date is actually also called a level seven because the 7and the 9 are in alignment. If they are not it is a large date. Hard to tell from the pic which this is.
