HI-sorry!As I cannot open the pkg. and there is nothing saying a reading level,I cannot say.However there is a logo that reads-ERTL Preschool,www.rcertl.com-Hope this helps-maybe it just has pic's-It does have a 3+ on it.-L

I assume it refures to the "exact "amount I pay just for shipping as opposed to adding on "Handeling"chargesIt was one of 3 options in the shipping procedure.
