Would you be able/willing to wrap them in something, like tissue paper, or even regular paper... all wrapped up (not taped TO the paper... then it's hard to get the adhesive off)... then tape the wrapped up part to a piece of paper the same size as the envelope folded in half?? By doing that, it helps so that even if the USPS tears a hole in the envelope, it's nearly impossible for anything to "fall" out... (or be pulled out)... unless they completely destroy it. I actually use cardstock folded over, so it's stronger... but even paper would help. Because usually, things just "in" an envelope, sliding around... it's very easy to get a small hole torn, and the item slip out.
