How can these be a size 16 if the waist is 28 inches? A size 16 has a waist of 36 inches.

It says they have zipper no buttons, Does it have the one button at the top of the zipper or is it missing?

Of course it has the one top button. I always had Levi's with buttons not a zipper. That's what i meant :)
