Curious, in one comment you say your Father gave them to you when you were much younger, then in the last comment you say you purchased them like this. Odd. Please clarify. Thanks

Who would need a COA. Even I can certify that they are a genuine cutting error.

Not trying to discredit the item. I ask if you have a COA because anyone could buy a sheet of bills and use a paper cutter or a exacto knife to make the "error". I am not accusing you of anything. Just being careful that's all.

oh absolutely, hope I wasnt coming off rude, I totally understand. My father is a huge collector and gave me these when I was much younger, he was hoping I would start my own collection with these as a starting point. instead I collect other things

I'm not aware of any COA for a cutting error. The Fed tries to prevent error bills from getting out. When they do it's an accident. So how would anyone know to certify them. I'm not implying anything either. But that's the problem with cutting errors of any degree.

bills with serial numbers starting with 99 are sold as whole sheets to the public from the federal government, so is this an item where you were not sold a whole sheet? sold a partial sheet? or sold a previously cut sheet? All are valid cutting errors.
