I haven't cleaned it myself, but I have two of these coins and this one does look quite a bit brighter than the other, which is more toned. So I guess it could have been cleaned in the past.

Yes, it is a circulated half dollar. It is a US Mint issued, business strike coin, so there was never a certificate of authenticity. Thanks for your interest. David
