I believe this is from 1974 or 1975. President Ford had a program called "Whip Inflation Now." WIN buttons were issued to build awareness of this program. This looks like one of them.

This a Whip Inflation Now button from the Ford Administration. Ford created the program due to concern about the inflation rate that would appear very minor compared to the inflation rate that would follow during the Carter years.
