Well I'm not positive about the shipping it to your sister. If you win, I'll fairly consider it. The lowest I saw (it depends on whether it fits the rules when I get there in person) was about 9 dollars using an approximation of the weight.

Hi! Very cute, NO! You can ship it for less than $9. Go to www.usps.com & on the left side you will see calculate domestic postage. Once someone has won, all you have to do is use the menu you will get when you click on calculate postage( Domestic) Then you will enter from( put in your zip code, to: put in the Winners zip code, after they send you their Listia Verified Address. It will ask you the weight , you can guess or if you have a scale weight it & add about 1/2 lb for you packing materials and the outer box or envelope, all Priority Flat Rate Envelopes, Boxes etc are Free to you at the Post Office. Then once you put in all the info Select ALL. It always gives you the most costly rates First, lower down on the page you will see First Class Mail, which you can ship anything that weighs less than 13 ounces. You can use a padded envelope or whatever you chose. If over 13 ounces you can ship Parcel or Standard & still be able to use tracking on it, which adds but I highly recommend it, it is your proof( the tracking # will be on your receipt) that it was delivered & when, so No one can claim they did not receive it. I know you can fit this Dress wrapped in tissue, and or a plastic large Baggie just to protect it, in a Flat Rate USPS Priority Envelope w/ Tracking for $5.60 so check out the usps website it will help you, and I reuse envelopes not so much priority but bubble mailers etc I receive to ship/recycle them, all the time.
