The stamp features a snowman in a hurry for a party. In 1699 Peter the Great set the first day of the year on Jan 1. In his decree he ordered to celebrate the New year: to burn fires, to decorate houses with fur-tree branches and wish joy to each other. The first celebration of the kind was on Jan 1 1700.
