turns on but won't sync to my playstation. I am sure someone else could use it.

Um look at the buttons on the right side. They are square, triangle, circle, and X. That is the trade mark for playstation controllers.

Why does the controller have the wrong buttons? Did you mix a xbox 360 controller with a ps3 controller? The d pad buttons are connected instead of separated and placed below L3 instead of above it, and the PS button is supposed to be below the select and start buttons.

Some of the off brand controllers for PS3 look like that. I have one that looks just like that except its black.
