The size chart says that a medium will fit 14-15", and is meant for:
Pekinese
Pomeranian
Basenji

From the base of the hood to the end of the coat (on the back) measures 13". From side to side (Velcro edge to Velcro edge across the coat) measures 19" laid flat.

The hood is N*O*T removable--but it has a snap to keep it out of the way, when it is not needed.
The tag DOES SAY "SPOT CLEAN ONLY"!
