sorry but very confused, how is he overpowered? his wording makes no sense for the win condition because that's how the game works...

A "Match" is determined by winning two of three games. So if you win the first game of a match with Victory Dragon, you win the entire match, and do not have to play game two or three. This card was banned because it wrecked tournament mechanics.
