Hi, this tutu is 10" waist and 10" in length. I would say on average a child ages from 4-7 can wear this with no problems. Also has 3/4" non roll elastic. I hope this helps :)

You can fairly easily cheack on the USPS web site you dont need a code to check for international but mine is M4L 2A6 my nubers are taken directly from there, the only Variable is the weight.
