The listing, ADORABLE black and light grey/gray ruffle dress has ended.

"American City Wear" brand. Great condition Non-smoking home and has no stains, rips, or odors. Ruffle along the top, and ruffle layers on the skirt. Not sure of the size, as there isn't a tag with that listed, but I am 5'4, 155 lbs and wear a sz 36c bra, M top, and M/L or 11 bottoms. Not sure of the material, but the top part is stretchy, and the bottom doesn't really move easily. It is a lil over 29.5" from the top "sleeve" to bottom hem, and the in the middle of the black waistband is about 12.5" across. 2nd pic is of the back, and the rest are of the front. Yes because it is too short for me. When I bend over, the bottom of my butt hangs out. Thx for your interest.

No I stretched it to about 18".

I mean, while on I was able to stretch it to about 18" (using my hands). So if you are a lil bigger around, it should still fit you.

I'm not sure if maybe this can be worn with leggings if you are tall. Maybe. So at least your front and back goods are covered when you squat or bend over :)
